City of Lyons Economic Development Plan

Lyons voters will be deciding at the May 14th, 2024 Primary Election whether to implement LB840.

What is LB840? 

The Local Option Municipal Economic Development Act (LB840, 1991) authorized incorporated cities and villages — if approved by local voters — to collect and appropriate local tax dollars, including sales and/or property tax, for economic development purposes.

To implement an LB840 program, communities formulate a written economic development plan which, if voter-approved, becomes the foundation for the collection and expenditure of local tax revenues for economic development under which the municipality’s LB840 program operates.


On February 13th, 2024 the Lyons City Council Passed Resolution No. 2024-02.

A RESOLUTION OF THE CITY OF LYONS, NEBRASKA, ADOPTING AN ECONOMIC DEVELOPMENT PLAN PURSUANT TO THE NEBRASKA LOCAL OPTION MUNICIPAL ECONOMIC DEVELOPMENT ACT AND AUTHORIZING AND DIRECTING THAT TWO (2) ISSUES BE PLACED ON THE BALLOT FOR THE NEBRASKA PRIMARY ELECTION TO BE HELD ON MAY 14, 2024, TO WIT:  (1) CONSIDERATION BY THE MUNICIPALITY’S ELECTORS TO ADOPT THE ECONOMIC DEVELOPMENT PLAN AS PRESENTED AND (2) CONSIDERATION BY THE MUNICIPALITY’S ELECTORS TO FUND THE ECONOMIC DEVELOPMENT PLAN WITH A LOCAL OPTION SALES TAX OF ONE-HALF PERCENT (0.5%).   


If both the implementation of the Lyons Economic Development Plan and the the increase of Lyons' local option sales and use tax by the amount of one-half percent (0.5%) pass the local voter's ballot,  the estimated $64,000 per year will be utilized to fund the Lyons Economic Development Plan. This plan implements an economic development program as defined in Neb. Rev. Statute § 18-2705.
